1. As an opening accolade, let me extend my deepest compliment and congratulations, to Malaysian Administrative Modernisation and Management Planning Unit (MAMPU), Prime Minister's Department, in successfully convening, this inaugural Open Data Seminar held in conjunction with 2017 Open Data Day, with the theme #JomKongsiData, or that is also addressed as #LetsShareData. I would like to extend my heartiest appreciation to Secretary-General of Ministries, Director-General of Departments, Public Sector Chief Information Officers, Information, Communications and Technology (ICT) Managers, Open Data Champions, academicians from public and private universities, Non-Governmental Organisations (NGOs), communities and data activist, for their presence this afternoon.

2. This morning, we had the opportunity to be part of the Open Data Big Splash programme, witnessing the Big Splash Open Data innovation, and exploring the Mobile Application Open Data Innovation. For the afternoon session, we have the privilege, to witness the launching and handover of the Open Data Readiness Assessment (ODRA) Report, by the World Bank Group to the Government of Malaysia, as part of the Open Data Seminar, followed by presentations and knowledge sharing by World Bank Group.

3. I would like to take this opportunity, in expressing my gratitude and appreciation to all speakers, who are here, to share their knowledge and experiences. Again, I would like to welcome all participants and distinguished guests to this event. Your presence and acknowledgement signify unconditional support, towards this government open data initiative.


4. Indeed, this Open Data Seminar is a signature program, planned by MAMPU in collaboration with the World Bank to launch the ODRA Report. This report was prepared by the World Bank Group office in Malaysia, and World Bank Group Headquarters, with the collaboration of MAMPU, through 44 intensive interviews, conducted from 31 October till 8 November 2016, with government agencies, industries, Non-Governmental Organisations, developers, academicians, journalists and international organisations.

5. The purpose of ODRA is, to assist the government, in diagnosing what actions and considerations, to further promote the existing Open Data initiative, and to move forward on open data. This assessment, evaluates the readiness of the government, based on eight dimensions of Open Data Readiness namely leadership, policy and legal framework, institutional structures in government, government data management policies and procedures, demand for open data, civic engagement and capabilities, funding and open data program, and national technology and skill infrastructure. For each dimension, it proposes a set of actions, that form the basis of an Open Data Action Plan. Open Data Action Plan are recommended, as stand-alone and/or in addition to existing programs and initiatives, to bring open data forward more successfully, in Malaysia and to drive Malaysia's open data agenda forward.

6. The recommendations and actions proposed, are based on global best practices, international experience while also assimilating the needs and experiences, of the Government of Malaysia.

7. I reckon, with the outcome of this report, will definitely furnish valuable information, on how well-positioned Malaysia is, in the perspective of readiness to move forward on open data, in order to realise the socio-economic potential of it, to reap the benefits of open data, to unlock the potential and the power of open data, in creating high impact innovative products to transform government service delivery for the well-being of the people. It will be our splendid efforts, in improving our nation's position in the global ranking.

8. Hence, I hope this seminar, will render maximum benefit for the participants, subsequently functioning as a meeting avenue, for better understanding on Open Data sharing. Surely, the abreast of knowledge during these sessions, can be adapted in your respective agencies.

9. In closing, I would like to thank all participants, towards making this event as a momentous event for me, and the Government of Malaysia. Once again, I would like to congratulate and acknowledge MAMPU, the organiser for this event, World Bank Group, and all those involved, for a successful programme today. It is imperative, collaborative efforts, such as this to be continued in the future, thus, directly delivering benefits to the people.

10. With this remarks, it is my pleasure to officiate this afternoon's 2017 Open Data Seminar, I wish all the best, and a successful seminar to all participants.
